To the best of our knowledge the answer is no. The provision of warranties are optional for the automakers. They get to decide terms. A state cannot tell an automaker how long or short to make their warranties, nor what is covered. The warranty expressed by the factory is enforceable under Uniform Commercial Code (in every state except maybe Louisiana). Warranties are somewhat akin to contracts - a "promise" to do something for certain time/mileage period.
